Minutes of 30 July 2003 meeting with Budget Committee

The Lyme Board of Selectmen convened a meeting with the Budget Committee at 7:00 PM. Board members Dick Jones (also Budget committee member) and Pete Bleyler attended the entire meeting.  Carole Bont (Administrative Assistant) attended the entire meeting.  Budget committee members Barney Brannen (Chair), Gibb Cornwell, Jeff Lehman, Josh Kilham, Wayne Tullar, Judy Brotman (also Chair of the Public Works Facility committee), Freda Swan (also member of the Public Works Facility committee), and Mike Smith (also member of the Public Works Facility) attended the entire meeting.  Mike Hinsley (Fire Chief) and Pete Mulvihill attended parts of the meeting.

It was discussed that Department Heads were asked to submit budget requests for the 2003 year on October 23 last year.  The Budget Committee plans to begin meeting in September this year in order to provide some guidance to the Department Heads as they're preparing their requests for next year.

Mike Hinsley and Pete Mulvihill came in to discuss Fire Department operating costs and capital expenses related to protective clothing, hose, apparatus, and alternative approaches for financing equipment.  Dick Jones and Mike Smith requested that Mike Hinsley prepare a detailed outline of projected annual costs associated with replacing/restoring equipment, trucks, clothing, hose, etc.

The attendees reviewed the 6-month financial results as prepared by Dick Jones.  The Budget Committee was complimentary about the work of last year's Select Board in developing a realistic budget.  Dick pointed out that, because of increases in fuel, most fuel-related items in the budget have been negatively impacted.  It was also pointed out that the actual costs for the new police cruiser were in line with the budget.

The Board and the Budget Committee reviewed the memo from the Public Works Facility committee.  Chair Judy Brotman, Freda Swan, and Mike Smith discussed the status of the Public Works Facility committee's deliberations and the need for moving expeditiously, as well as prudently, in approaching next year's Town Meeting.

There was general agreement among the attendees that the Select Board should appoint a committee to look at the issues surrounding the Transfer Station.

The meeting adjourned at 9:05 PM
